Create a new Layer, then grab the Polygonal Lasso Tool and draw a rectangle.
Then grab the Paint Bucket Tool

Then it will look something like this:

Now go to Layer > Layer Style > Stroke, and have 1px 'BLACK' Stoke.
Now open up Adobe Image Ready

When you are in Image Ready create a new frame for the animation

Now you should have to Frames. Now click on the Move Tool

Then press the UP Arrow on your key board 5 times, then create a new frame, then keep doing this until you get to the top of your Image, then you press the DOWN Arrow key then create a new Frame, until you get back to where you started...
You will end up with about 50 - 150 Frames; i ended up with 91 Frames...
