First, make a new file and put it in "RGB Color" mode. Now, set your foreground color to black, then select the fill bucket and fill the background to black.

Now make a new layer. Select the Elliptical Marquee tool and create a circle (hold down Shift and drag). Fill in the circle with the color #DB055B. After you have done that, press Ctrl+D to deselect. Then make another circle with the Elliptical Marquee tool. Make it smaller than the other circle. Then press delete.

Then, right click on the layer and choose Blending Options (or go to Layer >Layer Style and choose blending options there). A new window should pop up. Go to the Bevel and Emboss tab and enter these settings:

Now go to the Gradient Overlay tab and enter these settings:

The gradient is a custom gradient. To edit the gradient, double click on the color. There should be a new window opened. Try to match my colors:

You should now have something that looks like this:

Make a copy of the layer by right-clicking on the layer and going down to Duplicate Layer or just go to Layer >Duplicate Layer. Then, since the layer is duplicated, click on the silver ring you created and drag it over so it looks like one of the rings is on top of the other. Here is an example:

Now to get them look like they are interlocked, erase the part of the second ring where both rings meet. Here is an example:

Now to get the other rings, just duplicate the layer that had the second ring on it and move it over to the correct spot. Then duplicate the third ring layer and move it over. Now we're done!

The final product should look something like this:
